Empty Dcbackup folder but game still slows down

My DcBackup folder is always empty not because I delete the content but because nothing ever show up, only ccmerge file.
I installed the game from a installer where the whole game was packed into one already so all I need to do is click on the installer and it will unpack everything.
I've got everything except the last 3 packs.

At first, I thought it is because I installed the base game from other side, then I used the packed installer. So deleted everything and reinstalled, but nothing appears after my first play. Does it take quite a while to generate cache?
Windows 7, core 2 duo, tens of gbs of free memory, all graphic settings set at low, no weather allowed and only 2 seasons is allowed on mine lol

The reason your DcBackup is empty is because you may have not installed any .sims3pack such as households, houses, community lots, store content or custom content into the game.

You should have these 5 game cache files right away after playing the game for any length of time. It's safe to delete these files, they'll be recreated every time you play.

CASPartCache.package, compositorCache.package, scriptCache.package, simCompositorCache.package and socialCache.package
