is there any way to build these type of stairs going from the first floor to the second floor in the game?

Yes, just place them that way in the game! I'm not sure how to explain it really... you can also place stairs directly on top of each other all the way up to the top floor.

Are you trying to go up 1 floor with that stair layout or up 2 floors? 

If 1 floor then I think you are out of luck, I don't think the stairs can do half a floor and turn, but as Playalot says, you can place stairs like that and go up 2 levels.
