Neighborhood sims all gathering at one community lot

So, this is my first time posting but I haven't been able to solve this issue and it's driving me nuts. I've seen some other posts about it, essentially the issue is that a huge crowd of neighborhood sims gather outside one dive bar in Bridgeport and won't leave. I've tried resetting them; they all come back one by one. I've tried  switching the designation of the lot back and forth between no visitors allowed and visitors allowed, and bulldozing the lot entirely, but people stand there regardless.

Finally I downloaded the Overwatch mod from NRaas that I saw some sites reference. I checked what version of the Sims 3 I had in the launcher, downloaded the proper file, extracted it, and put the .package file in Documents/Electronic Arts/The Sims 3. But I saw one post saying you should get some kind of notification saying that a mod had been installed when you launch the game, and I didn't see that. Regardless, it didn't fix the issue.

Is there some good solution that I'm missing? Did I screw up installing the mod? I've never installed any mods before so it's possible, and the process seemed deceptively easy. I don't know what I'm missing, though. Does anybody see somewhere I'm going wrong?

This is a bug. The link below explains the bug. What it suggests is to bulldoze and replace the community lot.

I'm also adding a How to install mods since it sounds like you said you may have not installed Overwatch correctly.
