How do I place wedding arch on a community lot?

Pretty much everything has been perfect for my sims' vacation to Monte Vista.  The only problem is, even when I use Edit Town, I cannot add wedding supplies to the lot, no matter what the lot type is.  Along with this, my sim doesn't have the option to "Throw Party At...".  Could someone help?

Activate "testingcheatsenabled true" then shift+left-click the lot. Two possible options that appear are "Buy on this lot" and "Build on this lot"; both do the same thing, which is to enter you into buy/build mode on that lot.

As for the Throw Party, is the lot any kind of lounge, dance club or a big/small park? As far as I know, those are the only kind of lots that'll allow you to throw a party aside from residential.
