Solar Powered Trait Chip Problem

So I've made 4 bots to try and figure out this problem. I have given them all the Solar Powered Trait Chip but when I put them outside to garden or do whatever they never get the moodlet to saying that they are charging. I thought maybe there were too many trees in my yard to I removed some and created a clear space where they could definitely get some sun, still nothing happened. I've sold and remade the chip to see if there might have been a problem with the chip and not the both, nothing. Is this a known glitch/bug, is there something I'm not doing to make the chip work? I have tested it where it only had this chip but still nothing.

Are you sure that the robots are outside ? Did you try making them go to a park or another place outside on a community lot and see if they recharge there ?

The chip only works in daylight hours, which are 7am forward to 7pm. If at night, the chip does nothing.
