When can kids learn musical instruments?

I'm not talking about the xylophone during toddler years. I'm talking about learning instruments all the way up to level 10.

For some reason, children can't practice those instruments, and that doesn't make any sense! Kids in elementary school learn musical instruments all the time! It's a COMMON extracurricular activity and a common elective in middle and high school!

Is there a mod that lets children learn musical instruments just like teens and adults? Maybe even allowing them to join bands?
