New game restarts entire neighborhood

Every time I begin a new game, it restarts the whole neighborhood, sends my created Sims back to the library queue, deletes all saved information, etc.  I can only find the updated game if I've saved it via Town Edit, but it's still in the library, not an actual saved game. There's no corrupted file in my Saved files.  This only started happening a few weeks back when I downloaded Late Night, Ambitions and Town Life from Steam. Before that (with Pets and Master Suite), it saved just fine.  Today, I tried uninstalling and reinstalling with no expansions or CC, and this is still happening.

As I said, I'm running off of the Steam client. I've never used mods, and while I've wiped everything today, all former CC has come from TSR, and a handful from the Exchange.  Expansions I have (and are currently not installed) are Pets, Master Suite, Late Night, Ambitions and Town Life.  I've tried playing with the administrator settings, done two complete uninstall/reinstalls, and updated all my drivers.

I'm not sure if I understand what the problem is.

When you create a brand new game, it actually does give you a fresh new neighborhood to play in. It will also send a copy of your newly created Sim to the library for you to place into the new town.

If you so choose to save your new game. You'll need to do that via Edit town. This is all normal. :)
