Loosing Charismatic challenges when switching between neighbourhoods

My Max Skills character has finished and fulfilled his Charismatic skill but after moving him to another neighbourhood (which I only did because I had a bug from not being able to invite foreign visitors because the phone keeps telling that they are already here, while they are not) but looses three out of five of his Charismatic challenges including knowing such amount of neighbours traits and telling 100 jokes.
Does anyone knows if this is normal, or a bug of some sort?

No idea if it's a bug, but perhaps it's from losing the relationships when you moved?

Yes, I was considering that to. It's logically he could lose this because he simply don't know anyone else. But the fact is that this is strange still, since other challenges (not necessarily Charisma related) for he had to communicate with people are not affected at all.

I would think this must be a bug, because jokes told and traits learned don't depend on your sim having any current relationship with other people.  All the jokes and traits learned might relate to other sims that have since died, and your sim should still have the skill challenges done.  I really don't see any way that moving to a different neighbourhood could affect those skill challenges.
