Personally, I didn't know these existed (where are they from?), but I can suggest a few things.
I think, for Evil Sweets, the best way is to tackle it early. If you're OK with it, cheat the Sim into Emperor of Evil, making sure he/she has the Professional Slacker and Vacationer LTRs, then the fun starts: Have a different Sim get Very Nice ingredients which, for Cookies, is a single Egg (the gardener will need to be able to plant eggplants to do it) then use those eggs with the Sim you want to finish the achievement in, gradually reducing the egg quality as the Sim cooks more. The base quality of cookies is Nice, which is two grades below Great.
Kitchen equipment will also affect cookie quality; try using the cheapest stove and fridge available (but beware of fires), don't be tempted to upgrade Improve Meal Quality on them and be sure the Sim can't raise the cooking skill TOO fast (i.e. try holding off the fast learner and born to cook LTRs and do not use china's incense holder). You can also try using a microwave and food processor to reduce the end quality.
On 10 for 100, could it be within the same day/week/month? Is there a specified time frame? The glitch of resetting while travelling may also affect this.
For Who Keeps Sending These?, maybe the Sim has to be maxed in Scuba Diving to achieve it and not be of any occult status? Also, are you sure they're all separate bottles?
In Nice Arm!, maybe give your Sim the All Weather Champion LTR for maximum results? Also try rotating the order you do them; the achievement may have to register a water balloon fight before the snowball fight will be acknowledged.
On Head of the Family, note the "grand"children, this means on an average family size, your Sim will need to have 10 children in which all 10 have 3 children each; since a normal household can fit 6 children when a couple is involved, this means 5 children per child, which amounts to a large number of large families. I also believe all 30 children have to be alive, so beware of EA's story progression.
That's all I can think of with my highest level of accuracy.
