Nothing when moving in?

So, I am doing a legacy and my founder's wife moved in.  The only problem is she has absolutely nothing with her other than a single book (worth something like $78).  Of course, this sucks because they currently are very poor.

Is this a glitch, or is the empty inventory and no money something that sometimes happens in the Sims 3?  I know in other versions of the game there was typically a range but I can't seem to find anything for this.

It happens sometimes. I've had them move in with nothing but a baseball.
