Question about installing mods

I at first though that installing a mod was as simple as moving the extracted "package" file to the "packages" folder ... in the same way that installing Elder Scrolls mods involved simply moving the .esp file to the "data" folder.

But apparently that's not the case.

And I have a few questions.

I have The Sims 3: Anthology, so I have ALL the expnsion packs.

So, my Sims 3 folder looks like this:



Do I need to put a "mods" folder in THAT folder, or should I click on the folder at the top (which I assume to be the folder for Vanilla Sims 3) and put the mods folder there?

Also, you can see that I have resources.cfg at the bottom.  Do I still need to download the one that instructions thread is telling me to download, or could I use that Resources.cfg file?  Maybe they're not the same file, even if they have the same name.

Also, the vanilla sims 3 folder already has a mods/packages folder.  Do I still need to create one?

And now, here's the REAL part of that instructions thread that's confusing me:

Huh?

I literally have no idea what it's telling me to do!  This is 100% techno-babble!

Can somebody please help me! This is making my brain hurt!  Why can't it be as easy as the elder scrolls games!

I don't know that much, but I do know that the mods folder has to go into your sims 3 folder in documents. So go to documents, not games.

This is where your The Sims 3 folder is located:
C:\Users\<username>\Documents\Electronic Arts\The Sims 3

In the Sims 3 folder on your C:\ drive make a mods folder in there, and then copy the Resource.cfg file into it.

The path that you have shown is the location to which the game gets installed by default.

C:\Program Files (x86)\Electronic Arts\The Sims 3 -- This is where you'll find your installed games
C:\Users\<username>\Documents\Electronic Arts\The Sims 3 -- This is where you'll find your game-save files
