Can't move Sims into an already furnished lot

Here's my problem: I've built and/or renovated/redecorated a lot of lots in my game. When I want to move a new Sim into one of these homes that are unoccupied, the game will only allow them to move into it as unfurnished. Why can't I move them in, in the furnished mode? When I try to select the furnished option (it's faded out) the message is "this option is not available for this lot". I thought it was a lack of funds, so using the money cheat I made sure the Sim could afford it, but that doesn't seem to work either. I tried moving them into an empty lot, then moving them into the lot I want them to be on, but that doesn't work either.  I don't want to have to start all over again. Is there a way around this?

One thought, are you totally sure the lots are furnished? Sounds silly but the only time I've had that problem was when the house that I thought was furnished turned out to be empty. Something must have gone wrong when I saved my 'refurbished' house and so in the game it was empty.

My apologies for posting this in the wrong thread. Perhaps I should check the lots before I move a Sim onto it. I never unfurnished it so just assumed it was left the way I had made.  Thanks Playalot for your help.
