My Sim can't get married?

At the start of my game (On Xbox360) I created a family - husband, wife, son. Husband and wife were both young adults, and he still is. Wife and son no longer exist anymore as I moved them out, but any new relationship my sim has cannot progress further than Girlfriend/Boyfriend. He has no romantic interests, and was married at the start of the game, isn't close to aging up and has tried this with three different sims. So why can he not get married? The relationship bar is fully green, she finds him irresistible and they both have extremely high moods. I've also experienced this on a different save. I'd prefer not to start over or use cheats.

I think if you move sims out while they are still married, the game still sees the remaining sim as a married sim. In future, you'd have to divorce the sims first before moving some out.

Have you checked your family tree to see if she is still there? This is odd because with the console when you move someone out, they cease to exist
