Connections Trait Problems?

Hi guys.  I just got one of my Sims Connections. However, he is still beginning careers at level 1. I tried quitting the job and retaking it twice, but he comes in at level 1 no matter what. Does anyone know the scoop on this, and a possible resolution?

Did your sim have that job then quit before you buy connections?  It needs to be a fresh job that your sim never touch before.  Try having him join some other jobs that you have never touch before, you should be at level 4.

Not sure, its just how EA programs it, and it has always been that way for me since release.
