Fog emitter

Hi I was wondering on the sims 4 can you get a fog emitter because I can't seem to find one:/
I've found the buydebug shop thing and I can't find it 

Also is it possible to place more lots?

I don't think that there is a fog emitter yet in TS4, and there is no lot-placing tool added into the game as of now. Both of these could change, who knows?
