How can you do it while touring a building?  I've never seen any option for that.

I managed to have Hannah and Beau do it in the Theatre. They both went in and there were two options involving romance 'Make Out Backstage with...' and 'Woohoo Backstage with....' but that discovery cost Hannah some respect in the community, not that she hasn't lost a lot already such as that Cheating thing even though Hannah wasn't even in a serious relationship with Beau then.

Public places seem to be easier, especially the elevators.  I've had pretty good success with just a friend I've been able to have them woohoo.   So much nicer than having to do all that kissing flirting, etc. etc. to get the other person in the "mood"
