Wish: Invite Foreign Visitor

My Sims who travel get the periodic wish to invite someone from a foreign country for a visit.  It sounds simple, so I call the foreign Sim on the phone and invite them over.  They arrive the next day around 9 am and stay for a bit.  However, the wish never gets fulfilled, no matter what.

I remember this was not always the case and it would get fulfilled in the past.  I am not sure if it came from the phone call or the arrival.

Has anyone else else noticed this problem?
