Glitched Flooring!

Hi,
If this topic is in the wrong place then please let me know or move it.
I have recently used the Sims 3 Create A World program to load the sunset valley terrain and to edit it in game. I placed down lots and built community pools and markets and some houses. When I logged back on, the flooring was glitched and whenever I scrolled out or in the tiles turned to grass and back to the tiles really quickly. Photo Attached.

I'm not sure what this could be, but something tells me to try the game without mods and custom content to test to see if that might be the problem.

Load the launcher, Click on the Installed Content tab, and uncheck Run without custom content.
