How do I add new families to the unplayed households?

I can't figure out how to add new households to the unplayed household category in manage households. I have started to ad sims to existing households in order to add more variety to my population, is there any other way?

If you click on an empty house the top icon says something like "create household to move in" click on that and then create the household or select on from the gallery and the when you click the check mark it brings you to the neighborhood again. Click the check mark to have that household buy the house (if feel like cheating use the free real estate cheats to put them into any house otherwise make sure the house is not too expensive) the icon on their house will be grayed as are all the non played households.

 All I do is select an empty lot on the Manage Households screen. The first option once you do is to Create a Household. It will take you into CAS and you do your thing. Once you are done, just evict the family from the lot and they will go Unplayed Households and start showing up as random Sims on your community lots and in your neighborhood

If I delete all the unplayed households from the unplayed selection in manage worlds will the game regenerate a whole lot more when I go back to live mode?
I'm asking because I can't be bothered to make heaps of new households just so I can meet new townies... too time consuming.

Well you could always grab other people's households if you want but right unfortunately they don't spawn automatically into an empty house like they did in Sims 3.
