Changing, flattening etc. World features in existing game?

I've searched for this topic, but can't seem to find an answer.  I have Sims 3, with WA, AMB, HELS and LN EP packs, all installed and the game is current with updates.  I have placed a saved household/house in Bridgeport, but it carved out some seriously deep trenches in the existing landscape.  I know how to place new lots with the World Editor, but how can I smooth and/or flatten areas, in order to be able to place saved homes/buildings, or just get rid of a hill if I want to?  I guess the core question is: can I somehow use the Terrain Tools (flatten/level/raise/lower/dig trench etc.) in the World Editor to modify existing terrain?

You can use those features on a specific lot.  If you don't live on the lot, use Edit Town to select the lot and Build/Buy on it.  The tools will then become available.

Yeah, I wondered if I had been clear enough.  I'm sorry about that, I'll try to explain better.  I want to edit areas that are NOT lots.  The general areas, the surrounding hills, the areas not under my direct control, but the WORLD areas.

You know it's funny because I thought I heard that such a tool was being added, but when I went to look for it, it wasn't there.

The way to edit terrain that is not on a lot is in CAW but then that isn't very useful.  :-\

That's too bad.  I was hoping for some way to smooth the terrain, like you can in Zoo Tycoon 2.  I'll have to make do with cliffs on three and a half sides of my lot, I guess!
