Can I make new worlds/neighbourhoods?

Can you make extra copies of towns like in the sims 3 or are you stuck with only one copy of Willow Creek and Oasis Springs?

By "extra copies" do you just mean different files? If you mean can you have Sim A play in one Willow Creek game and Sim B play in another Willow Creek game, yes you can. I was confused about this as well at the start. Click the + sign at the top right to make a brand new game.

I did that and now my first Willow Creek and Oasis Springs and my family has disappeared! Are they still floating around somewhere or are they gone for good?

Exit out to the main menu. Up at the top right, you'll see a series of icons, including the gallery icon, which you should recognize. Next to that, there is a + icon. Click that icon and it will take you to CAS to create a new family and a new save file. This will be your second (or third, or fourth) copy of the two worlds to work with.

To play your previous family, from the main menu there is an icon that looks like a floppy disc - that is how you load previous save games.
