Does anyone know how to get, or if you can get personal pictures as wall art etc in the game?

Wouldn't have a clue how to do that. Maybe someone at SimsVIP might know as they have a post all about how to mod the game.

When you say "personal pictures"  do you mean paintings a Sim has done, or screenshots or something?  If paintings, yes.  Just have your Sim paint a picture and place it on the wall.  Easier if you go into build mode to place the painting.
