In my game, I've got roommate services. However, I may have an idea that's worth a try. Check to see if your home lot is a regular residential lot or not. I guess in one of the newer patches they made it to where you can pick lot types before building. And to get the roommate services feature, you need to build on a regular residential lot. -- Please don't quote me on this, as I've only read about it in passing.
There is this topic where they talk more about Roommates and related things. So you might be able to find more tips there.

If you're wanting to get rid of the roomates you already have, click on the sim person and click dismiss.
Patch 1.50. is when they patched in Roommates. Having a roommate in a normal household, an easy way to get them to move out is to call up the Move option on the telephone. A warning appears that all roommates will leave the household if you continue. Hit yes to go into the real estate town screen, then back out. Your family stays put, but the roommate(s) leave the home.
Another way of keeping them from moving into your house, if you don't have the option to disable roommates, is to delete the extra beds in your household's home. Or lock the doors to allow family only.
