Story progression in Sims 3 vs Sims 4

How does the two differ? Do Sims in either game do things when the game is turned off? Does it take up memory "running" the game when it's closed?

No, once the game is off, the game no longer runs and it takes no memory when it is off either.

So how do story progression work? Can my Sim do wacky things when I'm turned off? Can my children out of household get kids? How about in active household?

Only when your playing the game is when story progression works.  Nothing works when the game is off.   EA story progression is kind of off and on.  The best way to have kids, is when they turn young adult, have them get married and her get pregnant and then move them out, preferably into a house, if your household can afford it.  After they move, their lives go on while you are playing the original household.  While your in active household, you basically have to guide them for whatever you want them to do. :)

Your game will be exactly the same as when you switched it off. Things only happen in game whilst you are playing.
