Can't complete perfect aquarium LTW

I had my 13 perfect fish in a chest, bought 13 fishbowls, moved the fish over and... nada.

I double/triple checked, all the fish are perfect, there are 13 of them and they're all different types, but it's not completing the wish.  I exited the game and restarted, still not complete.

Has anyone encountered this before?

Figured it out.  I had my fisherman catch another perfect fish and put it in the bowl straight from inventory, and that did it.  It was having them all in the chest that was the problem.
