Starting a resort question

If I'm currently playing with my sim living in Bridgeport or Twinbrook, do I have to move to Island Paradise neighborhood before I buy a resort or even build my own resort?  Or can I do this WHILE living in a different neighborhood?

You can build them in any city - I built one in Bridgeport once. You'll have to buy a residential property, then select option to convert private lot into resort. You may, however, run into the issue I did - the resort simply shut itself down, no staff on site though it was fully staffed, no pathing problems because my own sims could use everything fine. That was resolved by selling the resort, then repurchasing a few days later.

But in order to build in Isla Paradiso I have to actually live in that neighborhood correct?
