Found this thread looking for a solution to the sounds coming from my PC while I play TS3 - sounds like a fleet of mosquitoes stuck in there! I thought I'd post what I found in case there are others looking for this too.
After Nortons had a fit when I downloaded 3booter, I went looking for an alternative and found instructions on how to set the FPS using my video card manager. I found you can use the NVIDIA control panel to set the FPS for TS3. The tip was for Metro, but it works for me on TS3. My video card is a NVIDIA GTX 560, and I do not have 3D capability. Don't be put off by the fact that the change is made under "Manage 3d settings" My FPS went from 170+ down to a steady 58-60.
