Falsely Accused while at University

Since there's no City Hall or Business Office in the University Life sub-neighborhood (unless I'm just not seeing them), is there another way to get rid of the negative effect on relationships across the board that works here?

The St. John Administration Center is supposed to offer the lawsuit option, but it did not in my game. What I wound up resorting to was using Edit Town to add a Business rabbithole to the University town. If there is an in-game fix, I was unable to discover it.
