Making money by starting fire with a Witch

I discovererd this a few days ago, when my sims were boring skilling and I decided to light up a little fire. The witch did the spell, fire started on bare ground and some neigbors came to panic and shout around it. The firefighters came, they put the fire out with one of the neighbors, but after that, they gave my sims 300.000 simoleons to replace what the fire destroyed  It didn't destroy anything, and the burned grass soon returned to normal. Has someone else experienced this thing, or is this just a glitch in my game?

I've never experienced it when I used fire blasts on the lawn. It sounds like a glitch, but certainly not a harmful one.
