Some help with story progression please

I had, at some point, bookmarked a page that told me step by step how to tune twallan's story progression to populate and empty world quickly.  But now I can't find it.  I did look around the NRAAS site but couldn't find a guide that told me what to use...I mean it lists all the options but there was no real guide on using it to fill up an empty town.  So I am asking for help...

1 - anyone know of a step by step guide of what to turn off and on in story progression to populate an empty world

or

B - if I simply have story progression installed and have not set anything (just using it as default) will it still populate an empty world over time and if so how long will it take?

If you have an empty world, even without story progression mod, you can make the game generate lots of sims by joining all of the different rabbithole careers and professions. I found that they move in faster that way, but I don't have story progression installed.

Also if you have Ambitions, place the consignment shop, salon, and fire station. Make sure you've placed or built houses for them. Default mode should work.

Things like maids, police, cashiers, bartenders and so on all populated...but that's about it.  It's been two weeks (game days) and there are no other people in the town.  There are all kinds of empty houses for people to move into.  I have Twallan's story progression on and set immigration to be on but it doesn't seem to be doing anything at all.

Maybe this game is bugged and I should start over?  I know that can happen every now and then, especially if you have all the expansions and stuff...I know that I can start a new game and sometimes something will just not work properly (for example one time in Sunset Valley I couldn't interact with any bartenders) but starting a new game, usually after deleting the old save game, will reset everything and it will all work.

But this is the first time I have really played a world that was completely empty to start and just very surprised at how long it is taking to get anyone in the world.

I played an Adam and Eve challenge with NRaas story progession installed. It did start off slowly, but after a while it really took off, and I kept getting notices that couples wanted to move in together but couldn't find a house. I was building all the time.

Found this on Twallen's site. StoryProgression FAQ Immigration. I think it tells you how to do what your after.

Thanks everyone for responses.

I think I have it set properly now, started a new game and after 3 days people started to move in and to populate.  I think the save must have been bugged or something.
