Question about lot Roaring Heights Visitor Center - Roaring Heights

Specifically the Roaring Heights visitor center.  Does it have any purpose in the game other than to just be there...I mean could I remove it and replace it with say a consignment lot with no ill effects.  I have never seen anyone in it and it doesn't seem to have any purpose but maybe the sim who should work there never showed up or something.

Anyone know what it is for and if I can safely replace it with something more useful?
