Need Help Installing Mods

So recently I became bored with Sims 3 after a month cause the town was dying, no babies, old people moving in then out, and I hear about Twallan's mod.

I've tried  following the instructions to download this mod on different pages every time I fail, but for some reason I'm unable to extract the resource.cfg

And I thought I did extract it, so when I tried playing the Sims 3, it didn't even open ...

I really need help after creating Mods\Packages folder in the Sims 3 folder ..

This I think I can help you with, and possibly others who might beat me to it.

I'm going to go ahead and download it myself so I can make sure I tell the steps accurately.

>Scroll down until you see the blue "Download" link. Click on it, it should start downloading a file called "FrameworkSetup.zip"
>Make sure you have a file extractor on your computer, like WinRar or 7-Zip. I prefer the latter as it's free and can be downloaded by searching for 7-Zip on any search engine. An extractor is what you need to decompress files like this one in order to make them their normal size. People compress files to make them easier to pass along on the web, and it's very common in mods. If you don't have an Extractor then that would be the issue in total.
>Click on the download to extract the file. I'm in Chrome, so my download appears at the bottom of my screen, but fear not if you are not on Chrome or don't see it. If you open your C: Drive and go to C:\Users\[your computer name/name]\Downloads you'll find it there and can double click on it to start the extraction process. This should open up a separate window with 7z or WinRar or whatever you have.
>You'll want to click the folder that shows up in the window. Don't double click it. You just want to highlight it (make it turn blue) and hit the extract button at the top. It will likely ask you where you want to extract the folder and you can either put it in your Sims folder or extract it to your Downloads folder for you to cut and paste into your Documents\Electronic Arts\The Sims 3 folder.
>This zipped package has the right resource.cfg and a few test mods that will allow you to tell if it's working properly from the get-go (a no-intro mod so that way when you boot the game up you'll know immediately if you see the intro that something isn't working).

Try that and let me know if you have any trouble or need a more detailed explanation about decompression/extraction. :) Best of luck and happy simming!
-By the way, for Twallan's Story Progression, you can tune it once you're in the game by clicking on the City Hall when you're in game with your Sims. You can adjust the stories it tells you (whether or not it tells you about everyone in town or just your Sims closest friends/relatives/love interests/etc), as well as every other tuning option from how many supernaturals you want in your population to how soon you will allow other sims to get married after getting engaged. All of those have been preset to a general option that most people enjoy, but it's worth a look-through to make sure it covers what you want! :)

But I don't know if it was because of all the messing around I had done earlier that Sims 3 won't even open anymore ...
Do I have to uninstall re-install?

Do I have to uninstall re-install?
That might be the case but there could be a simple solution, have you tried a factory reset?

Also, make sure to save any extra things you might have had and back them up to your desktop (like your mods folder, your saved sims, etc). You can never be too safe about that. :)

Haha, couldn't even get to the first step .. First Step says to rename the folder, but apparently I'm not allowed to even rename it because it says "a folder or a file is open in another program"

Try restarting your computer before you try the factory reset? That might help.

Yes, I get the feeling all the messing around might've left something running on your computer which a quick restart should fix. If not, then make sure you're set as an admin on your computer as that may prevent you from accessing files like The Sims to make changes (I'm not sure if being an admin will affect it or not, but if all else fails it can be the smallest of issues causing bigger problems).

Yeah a simple re-start on my computer made the Sims 3 work, but apparently I haven't downloaded Twallan's mods because it didn't pop up at the start of the game like it should do ... I follow the steps, I don't understand what's wrong. I think I extract the files but in the end I didn't, is it because I have windows 8?

So I decided to try this again, twice, and I have everything set-up right, it looks almost exactly like the screenshots the link leads to.
I restart the game, there's no intro, so that works, but I don't get the NRAAS option when I click on the main sim .. Or the option to "enable story progression".

I actually just realized now what the "problem" was :)

I didn't know you had to install the "Master Control" mod in order for the "NRAAS" option to appear. I had just downloaded it and saw that the nraas button is now available :)
