This could be an interesting challenge, if I end up with a Sim who is mute! I had no problem with this with previous toddlers, one brought up with a parent with Family-Oriented trait and one (different family) with neither parent with that trait. Walking and potty training were both taught just fine.

I quit the game, restarted my computer, and tried again. Nope. Now that I think of it, the other two kids were raised before I installed Generations. Also, I made the age length of toddlers and most other life stages longer. I'll try putting those back on default and seeing if that helps.

Any other ideas? Thanks in advance!

Sometimes there's a "More" option in the interactions circle. Check there.

@Variosities Oh yes, I definitely looked for the "More" option!

Anyway, toddler Ellie has now aged up to Child and talks just fine! There's also a new toddler in the household, and let me tell you, I had his mother teach him to talk his very first day -- the option was right where it should be, on the left side of the pie, near Teach To Walk -- just to be sure the option wouldn't go away. I did do a Factory Reset  ( http://www.carls-sims-3-guide.com/forum/index.php/topic,7507.0.html ) before the second toddler was born, so that might have helped.
