I had the same problem and I used a different method to solve it, so I thought I should share it for other people who may have the same problem and visit this thread.
So the interface menu was not showing, whatever button I pushed, no matter how many times I restarted the game. My save file was okay, no .bad files. I didn't want to reinstall, because that would have meant A LOT of lost time and information (I have all the EPs and SPs until and including Paradise Island, so imagine the pain of reinstalling each of those).
What I did to solve my problem was removing the Cache files, which probably canceled an action I have mistakenly done to make the menu disappear. In My Documents/Electronic Arts/The Sims 3 , there are some files and folders that contain the word "cache". Those are just temporary files which the game uses to load faster after the first session. I deleted all of those cache files, knowing that the game will re-make them anyway. I launched the game and YAYYY, the menu was there again. :3
