Message in a bottle

Hey everyone.

I have been given, through City Hall, the job to collect 4 "message in a bottle" while scuba diving.

Thus far I have had no luck. I'm on level 7 of the scuba diving skill, and have access to three of the four diving sites. I cannot find any bottles either while scuba diving, snorkeling in various locations, walking along the shores etc. etc.

Has anyone had any luck finding one?

Over the course of several weeks I've found many of these, you just need to keep checking the seashell spawners on land or in the diving spots.  I also received at least one from exploring underwater caves.
