Launcher Will Not Install or Uninstall

Well, I was problem free with the new patch and EP.  Been running just fine until yesterday when I remembered I did not install the Survival Pack from the store.  The Launcher would not install it (up until yesterday I was installing and uninstalling with no problems).  When I tried to install the Survival Pack a small black screen with the little circle spinning around popped up and nothing else happened.  When I clicked on the black screen the dreaded window popped up advising the Launcher is no longer responding.  Then I tried to install 3rd party CC...same thing.  THEN I tried to uninstall a couple of things...same thing.  All these efforts did was load more .tmp files in even though nothing was installed or uninstalled.  I use the .exe file to run my game so there is no problem playing.  I did try, however, to start a game using the Launcher and it was the same thing as the install/uninstall attempts only did not add those .tmp files.  Two questions:

Does anyone know how to fix this and
Is there another program out there that can be used to install and uninstall.  I would prefer to bypass the Launcher completely!

I did find a solution/work-around. 
I removed my mods folder.  Installed and uninstalled what I wanted. The Launcher loaded the game and everything was there.  Quit the game.  Removed the .tmp files from DCCache and put the mods folder back.  I'll use the .exe file to start the game.  I do not know why this all of a sudden happened as I had not installed or changed anything in that mods folder recently and had been installing, etc. with no problems.  And, I note, I know the mods folder can cause loading and in game problems as I have experienced that but I have never lost the ability to install or uninstall. 

Just sending this as an FYI in the event anyone else has had the same problem.
