Pools on houseboats?

Does anyone know if/how you can build a pool on a houseboat? I guess it should be possible, since basements can be built on them... but when I try to build it I get a message saying I can't build a pool on that level (ground level).

They can be built but not on the main level nor in the basement.

Oh  :( I wish I had known this before I started building, I planned the hole houseboat to build a pool around it  ::)
