Mailbox cheats don't work in UL dorms? Resolved

After I finally found the teeny tiny mailbox (on the message board outside the dorms) the mailbox cheats don't work. Is this a glitch, on purpose, or am I missing something?

Edit: It looks like you can enable cheats while in town but not at the University. I'm thinking this means you would have the cheats enabled while at University also, but haven't tried...
