Sims 3 - CAS will not load

Every time I open up create-a-sim it will not load.This is weird, because I can use CAS through testingcheatsenabled true.I am beginning to realize the source of my problem may be the custom content I have downloaded on TSR.I have tried removing all cc from open launcher, but the content is still there.

Should I reinstall my game? or are there any other solutions?

Have you tried doing a Factory reset as explained in the linked post?

It does not seem to work for me, unfortunately.

I cannot even go further than step 1 - if I change the name of "The Sims 3" folder, the game will not even start, and it will give a notification saying "unable to start, please reinstall base game". So right now, I am reinstalling the base game...
