It's nothing that is included with any of the expansion or stuff packs, so I would guess that it's either a store item or custom content. Is it in your game? If so, in buy mode, use the eyedropper tool to select it. It will then come up with where it is in the catalog and if it is store content or cc, it will have the shopping bag icon on it.
