Why won't they freeze?

I was trying to get a sim to freeze to death for a challenge I've created; so when winter came around, I found the perfect opportunity to get another ghost.  However said sim wouldn't freeze.  She'd get frostbite, but the moodlet wouldn't countdown.  I finally gave up and had her eat jellybeans before she hit the sweet one (so to speak). Is this some glitch with University, because I would love the simcicle ghost to be in my challenge.

What challenge are you playing?

As for the freezing to death, they have to get the moodlet where they stop moving and are frozen laying on the ground.  Then they have to starve before they actually freeze to death.

Wow.  I didn't know that.  I've had a couple of Sims freeze and fall to the ground, but they both got up after a few hours and I sent them home.  Would they have needed to freeze over and over again until they starved?  Then what does that make the ghost?  A starvation ghost or a freeze to death ghost?

As soon as they starve, they become the frozen to death ghost.  I guess EA decided you're not frozen to death unless you starve.   

I've never had a Sim just randomly get up from being frozen on the ground without help/game change of some kind.  They always had to be warmed up in some way.  The Day's temperature did it or random townies coming over and using a hairdryer on them.  I was trying for this ghost once and it annoyed me that people were helping.   The game also threw a meteor at his head but that's a different story.  I wanted to know what made the ghost with absolute certainty and yeah you can't have needs static or anything.

Yes indeed.  A lil' funny was that my sim could stay in snow without any problems, even in swimwear/sleepwear. Totally forgot that he had a FLAME FRUIT in his inventory that kept him warm enough !    epic fail  :) ...

I'm positive nobody came to help them.  It was Carina Dreamweaver and her daughter in Lunar Lakes, I believe.  They were at the Winter Festival and I ignored the moodlet telling me that they were starting to freeze.  Finally, they both fell over frozen solid.  I didn't know what to do, so I just let the game keep running.  I don't think it was the temperature that warmed them up because it all happened at night.  I could be off about that, though.  Maybe it had gotten to be morning when they thawed and stood back up.

That's funny, Pam.   It's hard to tell.  I literally watched the Sim  was doing this to on purpose for information and he didn't move for 24 hrs.  He also never died because I had been keeping his needs full via testing cheats.
