Questions about University Life expansion

I have not gotten the University Life expansion - the only Sims 3 I have is the PS3 version, but I have considered getting the PC version because I have an idea for University Life.

First, is it possible to create a new fraternity in University Life?

Such as a fraternity that requires good grades, good computer skills, respect of property and others, etc (similar to the Lambda Lambda Lambda from the Nerds movies.)

However, instead of Lambda Lambda Lambda (already used by the Nerds movies), I want to call the fraternity Psi Phi.

No, you can choose where you want to live - frat (I've never chosen this so I'm not sure), dorm, or house - but that's about it.

So, I can:

1) Join an already existing fraternity
2) Live in the dorms

or

3) Live in a house

but I cannot start a new fraternity.
