I was playing around with testing cheats and by shift clicking on any lot, you get a few options.
1. Buy on this lot
2. Build on this lot
3. Teleport me here
That said, buying and building this way allows you to add USABLE features that werent there before.
2 examples. i noticed none of the local pools had diving boards, and i sooo wanted to max the diving skill, so i used the option to build and nudged one of the pool ladders over, and set a board next to it ( the red one is nice or you can paint it up ^^)
The other thing i noticed was a lack of easels on public lots to practice painting (for those wanting the homeless route on skills) so i used the buy option to set one in maywood park.
the last thing that makes any lot nice is adding a few speakers from the community lot objects group in the build section (its grouped as community objects>buildings/objects) you can even ditch the standard buildings and throw in alternate versions provided by content in the same build section. these are both just below foundations and basements on the far right.
so, i hope this helps some of you who had frustrations with lack of features in certain areas, and i'm certain it will work with lots in current and upcoming expansions. cheers!
