Sim Fatigue

One day I was playing Sims 3 and then I was trying to drown my sim (too many in the household), so I took her to my private pool and I let her just sit there for about... forever.  I got tired of waiting and got something to eat, but when I came out the fatigue moodlet was on, but my sim wasn't drowning!  SO... I took my sim to the community pool and she accually swam in it with the fatigue moodlet.  Ever since then the fatigue moodlet didn't do anything for my sims.  Anyone have any suggestions to fix this?

I don't think the fatigue moodlet kills them.  The only one I have had to drown had his energy drop to zero but never showed fatigue.  When they are fatigued they won't jog or work out but do everything else normal.

How I drowned my sims:
I get them near fatigue and then have them swim and block off the edges of the pool.  If they start drowning they'll get out no matter what level of freewill you have (mine is set off). 
I prefer fire though, makes a prettier ghost in my opinion.  Or Starvation, starvation seems to be the easiest of all methods unless you have the teleportion pad.  With the teleportion pad have someone try to upgrade it with low skill and they'll poof, get electrocuted.

Ya, but even with the fatigue they will work out forever (tested this by turning on cheats and letting the sim work out while I ate for 30 minutes).

If you turned on cheats then yea, they'll work out forever... because it's a cheat.  It is intended to make an anomaly in the program.

You don't have to kill a Sim to reduce the household.  You can just have them use the phone to move, then click the Kick Out box.  They'll leave the house and find another place to live.

Pam: ya i know but i'm evil... and enjoy ghosts xD
Senpain: i turned off all cheats and made the sim only eat (once in a while) and when she has like 0 energy she still refused to come out... Also she works out forever.... :-\

Well, there are multiple ways to kill sims.  Drowning, Fire, Electrocution, Old Age, Starvation. 
->Starvation is easy, put them in a room where they can take care of all other needs other than hunger (so you don't get a needy ghost that steals your bed or such).
->Drowning is when your sims are fatigued and can't work out or anything.  They need to be in the center of the pool for you to box them into it.  Working out and swimming aren't the same thing.  Before they get fatigued (check the action slot to see when, stop them an hour before) put them in the pool and let them swim, box them in.  When they get fatigued they'll have no way to escape.
->Electrocution is easy if you have the teleportion pad and can just have a sim try and upgrade/tinker with it. 
->Fire produces the prettiest ghost in my opinion.  The cheapest fireplace and about nine rugs should do it.  Make sure there is no door to the burning chamber for the rest of your sims will run to the fire like idiots.

Maybe you should try another method than drowning?
Oh, and your sims do eat at work for starvation. 

I like killing my sims and keeping their ghosts too.
