I started up a new game in Riverview(a pseudo Immortal Dynasty) and they gave the pop-up that the Summer Festival is happening. So I go to the Cannery, where the festival is supposed to happen... only there is nothing there. No booths at all. People go there and stand around doing zippo. Is this a bug? Do I have to add the items in Edit Town for it to work? Has anyone had this problem? Please tell me ASAP because I feel cheated that my Sims can't enjoy a festival.

I have found, that in a couple of towns, I replaced the festival grounds about 3 times and finally, it worked. Maybe bulldoze it again and replace it with the festival grounds in the bin. Might take a couple of tries, but at least I got my festival. After your festival shows up, it should change every season after that. I hope it works for you.

Did you go on the very first day? My experience is that they don't show up until the second day of the season.

I had the summer festival show up on the second day of summer. When it turned to fall, though, the festival never showed up (it's two days until winter right now). I'm in the process of restarting the game to see if that helps.
