Can You Make A Town Lot?

OK so you know how you have lots of items you find in town like flags, boats, and even the graveyard sign?  Well, when I go to the town map I see options to edit lots for houses I do not own and I was wondering if we are able to delete a townies house and make something for the town, name it, and watch the townies interact with it?  I remember you could do that with Unleashed I think or another older PC game. 

BTW, sorry didn't mention this is for The Sims 3 Pets for PS3.

Assuming the lots are set the same as they would be for the pc versions then you will have the following:

Community Lots: Allows all sims to visit and interact on the lot, such as parks, the gym, swimming pool & library.

House Lots: Will most likely have a limited number on how many sims can attend the lot at the same time and will most likely only visit when your sim/s is on the lot.

The lots are probably set as House lots so if you change it to say a park im guessing the only way your going to get sims to go there is by inviting them over or throwing a party.
