Are they good things for the game? Do you download them, or buy them? Do they cost money?

Patches are game updates.  They are intended to improve the way the game works by fixing glitches or known problems.  They are free.  To see if there are updates, click on "Game Updates" in your Sims 3 launcher.  If you registered your game, you should have no problem getting the updates.

Do the new patches save on your computer or on the game? What if you uninstalled then reinstalled the game how would you get the other patches, will it load without the updates?

When there is a new patch does it update with ALL the other patches or just the new one.

Patches are another word for updates.  Whenever Electronic Arts releases a patch/update, you'll be notified via your Sims 3 launcher if you've registered your game at the Sims 3 website.  When you go through the uninstall and reinstall process, you will automatically be prompted to download the current patch/update before it will let you continue with the installation.  It's a good idea to keep your game updated in this fashion because it often fixes bugs and glitches, and sometimes even introduces new interesting things to the game.  Also, if you choose to participate in our Challenge Tournament, it's required that you be updated to the latest patch.
