Multiple Shelves not working?

I am having issues with Shelving.

Whether it be with the Aleister's Alchemy Shelves or with Shelves I adjust on the wall, my inventory items will only work on the lowest shelf.  I am not able to put things above them on different shelves at all.  I've gone through the normal troubleshooting steps, do not use mods, and have completely reinstalled the game.  I am in Monte Vista.

Is anyone else having this issue or knows how to resolve it?

I had an issue this weekend where gems on some shelves disappeared for some reason while playing. I couldn't place more gems on the shelves as the game thought there were still there, even if not displaying them. I fixed it by going to the family inventory in buy mode and then dragging the shelves from the wall into the family inventory. This placed the shelves in the family inventory as well as the hidden gems that were on the shelves. After that I could place everything normally again. I hope this might help you, but not sure if this is the same problem you are having.

Thank you for trying to help!  I appreciate the response.  While it didn't solve my issue, I found moving to another lot did fix the problem and am able to use multiple shelves again.  Sadly, I lost my Grandmother's Grave stone by placing it in the back yard.  Just seems to have vanished in much the same way, and I am unable to figure out how to locate it again.

I never tried moving to fix that issue but what I did was lower the shelves all the way to the ground, place items on them and then raise the shelves.  This was with the single shelves you can get in buy mode, not a cabinet or anything.
