Sim refuses to use broom

I have two brooms in my home, one for each sim, Esta and Astra. Esta reliably uses her broom, but Astra stopped using hers. She used to fly the broom everywhere, but now takes the taxi. I tried:

• Setting a broom as preferred vehicle.
• Left the brooms on their stands.
• Put both brooms in her inventory.
• Deleting both brooms and buying new ones.

What can I do to fix this? Taxis are incredibly slow, made worse because she's my primary gatherer, and they give her a negative mood from the eco-friendly trait.

Have you tried resetting her? Do you clear out your caches regularly?  I know standard question the second one.  I had a Sim that stopped using his car the same way while in his inventory and then after a reset one day he started using it again.
