I bet they could, a bookworm in the library with another trait that boosts a specific skill's gains. There's the incense holder that boosts skills from China as well. For speed, that would be hard to beat. Not so fun as the hands on approach, but likely faster due to minimal downtime.

Yes you can. At the consignment store, if you have also Ambitions installed.
Besides that, with 'only' WA, you can make a market yourself in your hometown and put a cash there where you can buy a lot of foreign stuff, including the photography book.

I am loving the consignment shop.  Last night my simmy friend went there and found the nectar making books and bottles of nectar.
